The new KDE Desktop is pretty but confusing. Kubuntu has upgraded to v.8.10 which included the major upgrade of the KDE Desktop from 3.x to 4.1How to move quick launch buttons on panel: 1.

Right-Mouse Click on the bottom panel from an open space. Click on Panel Options and make sure the widgets are not locked.
